What is the Veteran Directed Home and Community Based Services Program?

The Veteran Directed Home and Community Based Services (VD-HCBS) Program provides qualifying Veterans the opportunity to hire workers and vendors to help with their daily care needs, such as bathing, dressing, house cleaning and cooking. Your workers may even be your family members, neighbors, or friends. The choice will be made by the you, the Veteran.

Do you want the control and flexibility to live more independently by choosing how and when you purchase your goods or services? Do you want to be responsible for recruiting, hiring, and dismissing your workers and services providers? If so, the VD-HCBS Program might be for you!

Live Life Your Way

VD-HCBS Veterans make purchases and receive services to help maintain their independence, thereby avoiding the need to go to a nursing home or other long-term care facility. Some services you might receive are:

  • Help with cleaning, laundry, meal preparation, shopping and other household chores
  • Assistance with personal care (bathing, dressing, grooming, bladder and bowel care)

Aid with:

  • Home repairs and maintenance, such as pest control, yard work and extensive cleaning
  • Companion services
  • Non-medical transportation
  • Emergency alert response and maintenance.
  • Consumable medical supplies such as nutritional supplements.

How Do I Apply For VD-HCBS?

To apply, speak with your current Veterans Affairs Home Health Aide (HHA) Case Manager. They will put you into contact with a VD-HCBS Consultant.

Who Will Help Me?

You will have a trained VD-HCBS Case Manager to assist you. You may also choose a representative to manage your budget plan for you and help make decisions regarding your care.

Your representative may be a family member or a close friend. You may also call the VD-HCBS program to request information or assistance at 954.745.9779.

Working With Your Case Manager

A VD-HCBS Case Manager is trained to help you develop your care plan and budget plan, and assists you when you have questions about the program. After you are trained, your case manager will call or visit once a month to discuss your services.

Make A Budget Plan

The VD-HCBS Program Budget Plan is a monthly plan that lists the veteran's workers, vendors, and the services they have been hired to provide. You may also have a savings plan for larger purchases or for emergencies.

Pay Your Employees

A Fiscal/Employer Agent (F/EA) holds your monthly VD-HCBS Funds in an individual account, much like a checking account. The F/EA pays your employees and vendors according to the rates listed on your budget plan. The F/EA also pays federal and states taxes for qualifying veterans.
